Medicaid-B3 Services

B3 is a service available to individuals with intellectual/developmental disabilities who are eligible for Medicaid services based on medical necessity, but have not yet been awarded Innovations Waiver funding.

B3 services are designed by the LME/MCO, using savings from Medicaid funding to meet the support needs of individuals while they are waiting to be awarded additional funding.

B3 Community Guide

Counties Served: Mecklenburg, Union, Cabarrus, Rowan, Stanly & Davidson

Service Description:
Community Guide services assist in locating and coordinating community resources and activities.  These services are intermittent and fade as community connections develop and skills increase in participation direction.   Some areas of assistance include:

  • Inform and coordinate community resources including healthcare, transportation, education, and housing.
  • Assist in locating and accessing general community supports and resources that are related to achieving Individual Support Plan outcomes.
  • Advocate on behalf of the individual.
  • Assist those self-directing with understanding concepts such as staff qualifications and recording keeping requirements.

Eligibility Criteria:

  • Current Psychological Evaluation, outlining the Intellectual/Developmental Disability

    • For Adults, the evaluation needs to be completed within 5 years
    • For Children, the evaluation needs to be completed within 3 years
  • Medicaid Insurance from one of the Cardinal Innovations counties

B3 In-Home Skill Building

Counties Served: Mecklenburg, Union, Cabarrus, Rowan, Stanly & Davidson

Service Description:
B3 In-Home Skill Building is for individuals with significant habilitation and behavioral support needs.  This service is provided in the person’s private home and/or in the community.  An identified caregiver is required to take part in the skill building sessions. 

Eligibility Criteria:

  • Current Psychological Evaluation, outlining the Intellectual/Developmental Disability

    • For Adults, the evaluation needs to be completed within 5 years
    • For Children, the evaluation needs to be completed within 3 years
  • Medicaid Insurance from one of the Cardinal Innovations counties

B3 Respite

Counties Served: Mecklenburg, Union, Cabarrus, Rowan, Stanly & Davidson

Service Description:
B3 Respite services are offered to give an individual’s primary, unpaid caregiver(s) living in the individual’s primary residence, a break from providing daily care/supervision to the individual.  B3 Respite hours are distributed at 30 hours each month. This service can be provided in the home and/or in the community.

  • Current Psychological Evaluation, outlining the Intellectual/Developmental Disability

    • For Adults, the evaluation needs to be completed within 5 years
    • For Children, the evaluation needs to be completed within 3 years

B3 Supported Employment

Counties Served: Mecklenburg, Union, Stanley, Cabarrus, Davidson, & Rowan

Service Description:
This program provides vocational screening and assessment, job development, on-the-job training and long-term follow-along services to increase success and satisfaction for the employee and the employer. Employers are connected with dedicated, dependable employees who have the appropriate skills and training.

Eligibility Criteria:

  • Resident of Mecklenburg, Union, Stanley, Cabarrus, Davidson, or Rowan County
  • Medicaid recipient
  • Age 18 or older
  • I/DD diagnosis
